“Leave no one behind” must be central to Europe’s climate resilience efforts. This is the key message of the new EEA report “Social fairness in preparing for climate change”. The report highlights that vulnerable groups — such as older people, children, low-income populations and people with disabilities — are disproportionately affected by climate change and often left out of adaptation efforts. It calls for just resilience, with a focus on fair distribution of resources, inclusive decision-making, and recognition of diverse needs. In Belgium, social aspects are acknowledged in several federal and regional policies, but there is often a lack of concrete targets and integration across climate and social policy. Cerac is currently preparing Belgium’s first Risk Assessment for climate change and biodiversity loss, to be published this autumn. This report will explicitly address social vulnerabilities and offer recommendations for a fair and inclusive adaptation strategy.
